Bill would establish new Delaware State University scholarship program

DOVER — Legislation to create a scholarship program for high-achieving students to attend Delaware State University was introduced in the House  on Thursday.

House Bill 399, sponsored by Rep. Darryl Scott, D-Dover North, would create the Inspire Scholarship Program.

It is modeled after the SEED program that provides scholarships for high school graduates to Delaware Technical & Community College.

Passage of the legislation would not mean the program would start automatically. If signed into law, it would not begin until the General Assembly provided funding for it.

Despite the financial challenges facing the state, Scott said, his aim is to pass the bill and provide funding in the upcoming budget.

“We understand that [fiscal] challenge and will work that independently,” Scott said, adding that he has been in discussions with members of the budget-writing Joint Finance Committee.

In order to qualify for the eight-semester scholarship, a student would have to graduate from high school with a minimum cumulative average of 80 percent or a grade-point average of 2.75 or higher.

Recipients also would have to complete at least 10 hours of community service per semester.

House Bill 399 was assigned to the Education Committee.
