House Substitute 1 for House Bill 230 – Establishes civil penalties against a construction services employer who knowingly misclassifies a worker as an independent contractor when employer-employee relationship exists. The bill will prevent construction employers from under-bidding projects by using undocumented workers. This also will generate revenue for the state through payroll taxes.
